There could be a specific reason behind that decision, like their on-premises systems have started to act like a cloud in a cost-effective way. There could also be some reasons behind not migrating to cloud platforms, which might lead them to the downside for not doing so.    


For businesses seeking to achieve better speed and innovation often find cloud computing as a better choice than traditional, on-premises computing strategies. Another downside behind sticking to on-premises data centres is that vendors supporting processes running in data centres may succeed to retain customers for a longer time, which may mislead customers to take some wrong decisions. Further, this risk also seems like a valid reason to both vendors and customers.
